Indo-Pak summit at Brics

MEA mandarins refuse to learn from history.
Indo-Pak joint statement at  BRICS summit projected as a game-changer,turned out to be a damp squib.
All talks, agreements, joint statements, confidence-building measures, people-to-people contacts etc  are farce in the face of Pak’s proxy war. Kashmir remains the core issue.
Is India  scared of China  from giving  a calibrated military response ,let alone waging a full-scale war against Pakistan ?
Why are Kashmiri separatists given such a long rope and allowed to have secret parleys with Pak high commissioner in Delhi?
Why is India so obsessed with projecting its human rights records to the world at the cost of its territorial sovereignty, constantly violated by  belligerent neighbours ?
