Secretary’s abetment to attempt to suicide by junior.

Public reprimanding of a lady IES officer ( JS level) by lady Secretary of WCD ministry at senior officers’ meeting (TIO July 27) forced the junior to slash her wrists in office. Too serious a matter to be brushed under the carpet. All civil servants have, to suffer under impossible bosses who crowl before political masters but maltreat their subordinates ,abuse and misuse them as general factotum.The Conduct Rules refers to “insubordination” as a misconduct, an act unbecoming of a government servant. But,there is no penalty for seniors’ bashing their juniors, some sort of “reverse insubordination”.It is high time to reform the Conduct Rules. The Cab Secy must step in to protect the interests of subordinates against reprehensible behaviour of Secretaries. The Prime Minister, in-charge of DOP&T and ARPG wing ,must introduce Performance Appraisal for Secretaries along with 360 degree feedback practice. It is for general information that Secretaries to GOI are exempted from APRs.
