Dr Manmohan Singh was the de jure and Sonia Gandhi, the de facto PM. The NAC headed by Sonia Gandhi was constituted soon after MMS's oath-taking.
Details of NAC's  Members and Secretary were received and sanction with terms and conditions ,was issued under my signature after taking formal approval of the puppet PM.
 I felt elated initially but regretted being a part of the system after I came to know about NAC's  functioning.. It was a subterfuge to institutionalise the power centre at 10-Janpath.
 Important files were shared by the PMO with 10-Janpath euphemistally called the "high command".
A parallel government was running at Congress Hq
No  proofs. Only memories, information.
The high command never ,ever signed official files.She merely gave  oral orders to Pulok Chatterji, Secretary to PM, her close confidante and the super Secretary.
The rubber stamp PM signed on dotted lines.
T K A Nair Principal Secretary  to PM and MMS cared more for their  survival in the PMO.
Ministers were  appointed and transferred by the high command without keeping MMS in the loop. They received instructions direct from the Congress high command  or Rahul baba or elsewhere.
Top brass of CBI,IB were in constant attendence   to take orders from her Highness. This earned the CBI the epithet " the caged parrot " by the Hon'ble Supreme court.

This is the title of a book authored by Pradip Baijal ( IAS, MP-66)a former Secretary to GOI containing explosive material .
His role in 2-G scam and disinvestment of GOI properties ,is separately under investigation by the CBI
He claims to have been threatened by Dr Manmohan Singh and the CBI for implicating Arun Shourie and Ratan Tata, failing which he would be in trouble.
He is in huge trouble,already.
He may be trying to get sympathy from the present political dispensation.
Modi ji must move with caution,independent of PMO bureaucrats and the RSS.
A soft-spoken and street-smart  ex-bureaucrat who enjoyed huge clout during UPA regime with plum postings ,both during service and thereafter.
One may not take his words at face value.
It could be an after-thought,too.
But, his claims of having received threats must be investigated.
A Lie detector test, must be carried out after taking court's permission.

The autonomy of Public Enterprises Selection Board (PESB ) was  hugely diluted  during UPA misrule .  Created as a professional body, the PESB is now reduced to a parking lot for retired bureaucrats. Politics overtakes  merit and integrity. Before making appointments to the Board, background checks of potential candidates should be made compulsory. The IB maintains a dossier on all top officers. Same for UPSC. The circumstances under which a former Director CBI rewarded with UPSC’s membership during UPA-II regime is the case in point. He had to resign, of late,  amidst  serious controversies. This is a wake-up call for NDA-II.

A brief analysis reveals the following  :--


(a) NEPAL was a Hindu kingdom till the killing of King Gyanendra.HINDUISM was its State religion.

NEPAL is now a SECULAR republic.

(b) Bangla  Desh  was born a secular country in 1972.
 till  President Zia-ur-Rehman arrived on the scene.in 1976.

 BANGLA DESH. follows  ISLAM as  its State religion..

(c )PAKISTAN, AFGHANISTAN and the MALDIVES are ISLAMIC countries.


(d)BHUTAN kingdom follows Mahayana Buddhism as the state religion


(e) MYANMAR is a multi-religious country. There is NO official state religion, but the government shows preference for Theravada Buddhism, the majority religion.


 (f) SRILANKA ,though secular, follows BUDHISM as State religion.


-(g) CHINA follows CONFUSIONISM, as its religion


Points for consideration


 ( 1) It is noteworthy that India and Nepal are  the two Hindu majority countries who have declared themselves as SECULAR  republics.


(2)Is there any message for the multi-religeous societies?


(3)A state with an official religion, while not secular, is not necessarily a theocracy.. Do you agree with this hypothesis?


(4) Role of  religions of  neighbouring countries in foreign policy formulation ?

Don't forget we live in an inter-dependent  global economy.

Modi ji committed some serious mistakes in selecting his council of ministers. 

All political appointees. Merit was not the criteria.

Cancelling  licences of 9,000 NGOs by Modi sarkar,is creditable.

 These NGOs had been receiving huge donations from the Ford foundation, Rockfellor foundation, Greenpeace foundation, Ashoka foundation etc -- all US-based.

Delhi CM Kejriwal's NGO received donations worth crores of rupees from the Ford foundation including huge bonanza prior to Delhi's elections.

Kejriwal now deploys Delhi's babus to snoop on Media for defammatory publications personally targetting him. His notorious circular to babus,  paid from public ex-chequer, is illegal and unconstitutional. 

He  stands totally exposed. He will pay the price  for raising public expectations and ditch it.The Media gag is reminiscent of emergency days.

Delhi's LG must order cancellation of circular.

MHA must step in.
