The  practice of CVOs reporting to CMDs in PSUs ,is a charade. They, more often than not ,toe CMDs' line.Some CVOs insist on attending Boards' meetings  so that they could enjoy all perks admissible to  Functional Directors.The CVC is also not a holy cow in absence of accountability.

A former SEBI member KM Abraham complained to  to Dr. Manmohan Singh, Prime Minister of India, accusing the Finance Ministry for inaction.  He claimed that then-FM Pranab Mukherjee and his advisor, Omita Paul,tried to force SEBI Chairman UK Sinha to "manage" high profile cases, The charge, denied by the accused, was not pursued. U K Sinha was rewarded with SEBI chairmanship for extending huge loan to the Kingfisher as head of bankers' consortium-, both from psu and private sectors.

The  umbilical cord  between politicians and  bureaucrats, was never cut. This led to their criminal bonding. Both are complementary and supplementary to each other. The States' bureaucracy from the top  down to Patwari, is spineless or with backbone, meticulously broken. Both enjoy a symbiotic relationship,mutually admiring and dependent. Inputs  from investigative and intelligence agencies will expose the nexus between politicians and politicized bureaucrats,who are readily available to be misused and abused.They indulge in all sorts of shenanigans to please political masters for getting plum postings and accelerated promotions. Post retirement-they are rewarded with powerful  assignments- Governorship, Ambassadorships,MPs, Advisors, Consultants  etc.They earn the sobriquet of "Field Marshals",who serve even after retirement. Sycophency is key to success. The problem was rampant during UPA and brazenly continues even now . Not all bureaucrats are bad. The honourable exceptions  are respected after retirement for their honesty,integrity and non-pliability, while in service.

The views expressed by  Rajya Sabha MPs on April 27, are praise worthy. However,their suggestion to extend  the MPLAD scheme to cover  Nepal, is neither practicable nor legally tenable.Don't forget that MPLADS  is a permanent mechanism for development within the country.   It would be appropriate to  subsume  the  MPLADS funds under India's  disaster management plan or PM's Relief Fund.The sense of the House must,however, be conveyed to  Nepalese Parliament. Let all MPs contribute.

PM Modi's  jibe at Judiciary warning against  " 5-star activists " and  "perception- driven verdicts ", particularly in presence of  tainted politicos should have been avoided. CJI's  snubbed Modi with rebuttel in public view.

The congressmen during UPA misrule had indulged in same luxury with more vengeance and ferocity.

Such" tu-tu mei mei "  hits judicial credibility in public eye.

The Judiciary is not a holy cow.

It needs in-house Manthan, Chintan.

Why does it not finalise its stance on constituting Judicial Appointments Commission to replace the present Collegium system?

Why does it not focus on remedial measures to curb corruption in subordinate judiciary in bailing and adjournment matters.?

What about huge pendency of litigation matters in courts ?

Zero accountability.

Our peripatetic Prime Minister has a very busy diplomatic calendar.The furious pace of his international visits, gives the impression  that MEA's mandate has been hijacked by the PMO.At least,so it seems.Why does he not share the responsibilities with his ministers in MEA,one wonders ?Let him address the domestic concerns. Problems like high inflation rates , corruption, poverty,  illiteracy,over-population ,are crying for attention. A gradual decline in the initial tempo,is noticed.

The Indian National Congress is a pastmaster in diversionary tactics. The BJP has fallen into its trap.Rahul Gandhi and  his sidekicks  raise  extraneous issues  during election  rallies and Press conferences to keep the BJP busy in framing  responses leaving no time  to revive memories of multiple  scams and other substantive issues : Bofors, Quattrocchi’s  stage-managed escape  to Italy, CWG, 2G, Coalgate, Tetra-trucks , Choppersgate, Railgate,Appointment scams , General V K Singh’s  age row to help elevation of present Army Chief due to unmentionable reasons ,  Italian marines  case, Chinese  incursions into  India for partying , picnics, Vadra’s  fraudulent deals in collusion with DLF  and Haryana bureaucracy etc. 

The public memory is proverbially short. Have BJP leaders also fallen victims to memory loss ? They should have been vigilant enough in educating the voters appropriately in public and national interests. The PM pleads innocence by reiterating "I have done no wrong and I want to go honourably ". Why does he not confess that he all through complied with orders of  “ high command”  in perpetrating  all sins at the cost of public exchequer ? The successor government has to be faithful to the country first,party second. I don’t mind even if it is “vengeful”  in punishing all public servants as per Law of the land. Justice must prevail at the end. Being “Just and fair” to precursor central government, is hypocrisy.

Creation of   NJAC headed by CJI is laudable .The  collegium system was allegedly considered opaque  in top judicial  appointments. Take Subordinate Judiciary. Things are not hunky dory .Charges of corruption, favouritism and arbitrariness with zero accountability abound. The Centre must focus on

(a)Quality of  judges intake;

(b) Fill huge backlog of vacancies( 20% of total strength);

(c) Reduce large pendency of cases (About 3 crores) in courts across the country due to frequent and avoidable adjournments. Article 312 of the Constitution provides for creation of a National Judicial Service. The Law Commission . the Supreme Court  and the Parliamentary Standing Committee on law and justice have asked the Centre several times to create the All India Judicial Service. What are the road blocks?The States have their own judicial services; administrative control vesting with High courts. Unless the High courts and States agree tocreation of AIJS, the Centre cannot decide. No one likes to part with authority?

Recruitments to States' judiciaries are made either by High courts or State PSCs.No consistency, no uniformity in syllabi, valuation standards and merit cut-offs. Attracting best talent becomes the casualty. Create AIJS  at istrict Judges' level. Constitute a UPSC- like  body say the  "National Judicial  Service Commission"  to handle judicial recruitment and transfers.

Let it be the cadre controlling authority. Improve quality of intake through 3- stages examination(like in Civil Services) to arrest rising corruption in Judiciary.This should be thrown open to fresh Law graduates and serving judges at lower echelons. The practising lawyers with roaring practice are generally reluctant to sit in Bench.They are a brilliant lot and must be motivated to participate.

Will the PM please take the call ?

There is nothing for India to cheer about Iran- US nuclear deal.

The Shia Iran is bound to turn super rich after lifting of sanctions by the US. Perhaps, Iran may become richer than the sunni Saudi Arabia.

The Saudis and Israel are already feeling threatened by the deal.

Terror funding of radical outfits by Iran could be possible.

Though India has good relations with Iran, Israel and Saudi Arabia.

 India's feel-good euphoria lapses,soon after.

If so,to what extent ?

Only two options are available : Compromise with the political class OR perish.

The political class has vested interests in keeping the civil servants disunited.

The seniors rarely protect their juniors. 

Why should they incur the wrath of political masters. 

Successive Cabinet Secretaries and chief secretaries look for post-retirement rehabilitations.

MESSAGE to civil servants : Protect thyselves.
